Don't let the possible need of resources by other efforts or other the existence of other business objectives sway you from a laser-like focus on your project and only your project. Be prepared to connive, cajole, and coerce technical managers into letting you hoard resources, using experienced, skilled people for grunt work so that other projects can't get their grimy paws on them. (More about project failure and multi-project impacts here.)
